ParQua Tool - Partnership Quality Assessment tool
This tool was designed to be adaptable to a wide range of partnerships between higher education institutions (framework agreements, mobility partnerships, joint degree agreements, capacity-building projects, scientific collaborations, strategic partnerships, etc.). Its purpose is to evaluate partnership relationships and encourage reflective thinking about them.
Objectives of the ParQua Tool
The ParQua tool pursues the following objectives:
- Evaluate the partnership, not the partner: The tool is designed to assess the partnership relationship itself, including the activities initiated and supported by FWB institutions within these collaborations, and to encourage joint reflection with the partner. It is not limited to evaluating only the activities proposed unilaterally by the partner institution.
- Encourage dialogue within the institution and with the partner: The tool aims to facilitate discussions between partner institutions based on clear and structured criteria, and also to promote dialogue among various stakeholders within each institution (students, academic staff from different faculties/departments, administrative staff, and leadership).
- Promote evidence-based partnership management: While it may be difficult to meet all the criteria, dimensions, and indicators in the ParQua tool, this should encourage institutions to systematically collect objective data on the partnership and analyze it with a view to continuous improvement.
- Support the development of new partnerships: Beyond evaluating existing partnerships, the tool can also serve as a checklist when establishing new partnerships, always in dialogue with all partner institutions.
Evaluation Grid
Practically, the tool provides an evaluation grid that outlines criteria related to the relevance, effectiveness, and performance of a partnership, through more than 120 concrete indicators linked to the management and evolution of inter-institutional collaboration. A user guide is also provided to facilitate its use.
The evaluation grid offers the most comprehensive overview possible of all components useful for assessment. However, each user is free to select only the information they find relevant in the context of their institution.
